Japan's sex game developers blocked from receiving Steam payments by banks

In a nutshell: There are around 6,000 sex games on Steam, almost half of which are Hentai titles. Japan is the most prominent producer of this form of adult entertainment, but the developers have been blocked from receiving their income by the country's government.

Taro Yamada, a member of the Japanese Diet's House of Councillors, wrote on X (via Automaton) that there have been numerous cases of Japanese developers of adult-oriented games being unable to transfer their profits to Japanese banks from abroad, which means no money coming in from Steam.

Yamada added that Japanese companies who deal with adult games are being prevented from opening bank accounts.

The strange situation has been confirmed by the Financial Services Agency – the country's banking regulator – and the Ministry of Economy, Trade and Industry (METI), which oversees games.

GameSpark writes that in interviews the FSA conducted with banks, the financial institutions said preventing the transfer of overseas revenue was "not only because the games are intended for adults," but also "a comprehensive judgment" based on Japan's Act on Prevention of Transfer of Criminal Proceeds and its Foreign Exchange and Foreign Trade Act.

The acts in question are designed to prevent money laundering and terrorist financing by regulating financial transactions, and to regulate international financial transactions and trade to maintain national security and economic stability, respectively.

While it seems strange to apply such legislation to legitimate sales on Steam, Yamada says the problem is that Japanese law doesn't have procedures in place to deal with the many intricacies of international Steam sales, leaving banks to apply their own rules. He says he is currently working with the Financial Services Agency and METI to reach a solution that works for everyone.

Financial services have a history of caution when it comes to association with adult websites and other content. In 2020, Mastercard and Visa cut ties with Pornhub following a damning New York Times exposé on illegal content being hosted on the world's most popular porn site.

As of January 2025, Pornhub has restricted access in 17 US states due to the implementation of age verification laws aimed at preventing minors from accessing adult content.

Earlier this week, Oklahoma Senator Dusty Deevers proposed a total ban on pornography "aimed at restoring moral sanity." Anyone convicted of procuring, viewing, or possessing unlawful pornography in the state would be guilty of a felony, facing up to 10 years in prison or a maximum fine of $100,000.

Visa and Mastercard (and many banks) have way too much power in this regard. They can block anything and everything and nobody can stop them or hold them accountable.
 
I'm a bit intrigued, why? is steam some kind of church that is defiled by the presence of these games? do the users of steam need protecting from these?
By the tone of your post it seems like starting an argument is what intrigues you. Frankly, I don't see them as "games" and they dont belong on a games platform. They're Just porn that people masterbate to and there are plenty of other platforms for that. There is a difference between tasteful adult content and porn.

I'm not saying people can't play them, I'm not saying that it's right for banks to withhold money from them. I'm just saying that they aren't games, I'm not trying to take some moral high ground.

Next time READ and try to COMPREHEND the damn article, NOTHING you said has any relation to the issue described.

What Japan should have done here is to implement legislation AGES AGO before Steam or other online stores abroad can transfer money from sales of adult games without ISSUES. They already have ONLINE SALES but japanese OWNED or CO-OWNED and those have no issue whatsoever, including adult game sales !

I smell double standards here from Japan legislators.

Ok, I understand. I think the approval process on steam does not require a game to be any good, just to adhere to the policies. Probably there are tons of games that are not much better as games. Sorry if the tone bothered you and thank you for the reply.

Games are something that takes you to a fantasy world, in which you pretend to be something else, nothing more, and these are no different under that definition.

Not that I play them either, but under freedom of expression, they can exist.
 
Easy come, easy go. Lazy devs taking a shortcut to the money by hooking base impulses. Developing static areas filled with bouncy ladies is way cheaper than populating a world with fantasy creatures or modeling a variety of weapons. "Loot tables? No, these are just regular tables with chairs around them. The dining room was half our budget, but just look at Aoi over there trying to wash windows in her activewear."

It's not really double standards, it's more the fact that many of their laws and regulations regarding potentially morally and socially obscene material are, at this point, over 30 years old, and many of their financial policies are even older. Add to that intensely powerful perceived social contracts and negatively self-(re)enforced public social conformity and... yeah, you get Japan.

Technological and even sociological "advancement" has almost always outpaced Japanese bureaucracy.

It's more about the principle, not what the game is like. It's not like regular games are any better nowadays :) For example, Spider-man 2 just launched on PC in a completely broken state.

Adult entertainment is still entertainment. We don't need private gatekeepers with weird ambiguous "morals". We do have regulations and laws that help with illegal stuff.
 
This is our typical western hypocrisy - murder, torture, all kind of sick stuff is perfectly allowed (its encouraged even!) but boobs… OMG!… we cant have that!

You can see the same on all media. Sick morbid movies pushed to teenagers all around. And then we wonder why there is so much violance and self-harm.

To the guy who is nut happy to see these games on Steam - well dont look at them then!! No one is forcing you!

Humanity is lost.
